The mission of the Housing and Neighborhood Services Department is to develop and implement housing and community development programs, operate neighborhood resource centers and coordinate childcare services for the benefit of low and moderate income households throughout the City.
RESPONSIBILITIES
The Housing and Neighborhood Services Department is responsible for planning, facilitation and administration of the following programs and projects:
- Section 8 Rental Assistance
- Family Self-Sufficiency
- Family Unification
- Fair Housing
- Single-Family Rehab Loan Program
- Mobilehome Grants Program
- Rental Rehabilitation
- Homeownership Assistance Programs
- Homeownership Counseling Program
- Community Development Block Grant (CDBG) Program
- HOME Affordable Housing Development Program
- Child Care Coordination
- Healthy Cities Program (tobacco education for youth, community gardens, nutrition classes)
- Neighborhood Resource Centers (Chavez, Crown Heights, San Luis Rey and Libby Lake)
- Mobilehome Rent Control
COLLABORATION
The Housing and Neighborhood Services Department works with non-profit organizations, developers, businesses and other government agencies to accomplish its mission. The Department participates in Partners for Healthy Neighborhoods, North County Collaboratives, County Consortium and FEMA Board (homeless programs), the Childcare Planning Council and the North County Affordable Housing Task Force.
