Engineering Inspection Section


Engineering InspectorsAll public and private construction projects are inspected by the Engineering Division, Inspection Section to ensure compliance with state and local codes and regulations for grading, erosion control, improvement, and landscaping.

Public Street Inspection generally include compliance with noise, dust, storm-water, traffic control, and work hours; observation of demolition, earthwork, grading and paving for street construction or repair; review of grade and elevation certifications on public improvements; monitoring of storm-drain, curb, gutter, pedestrian ramp and sidewalk improvement for compliance with Engineers Design and Processing Manual and the Regional Standard Drawings including appropriate supplements; and oversight of traffic signal/loop installations, and landscaping.

Engineering Inspection FAQ

Any work being done within the City of Oceanside right-of-way, as well as land development projects requires a permit. Permits may be obtained at the front desk, Development Services Center, 300 North Coast Highway in downtown Oceanside.

Land development permits and any permit requiring engineering drawings should be submitted to the Development Services Department, Engineering Division.

All projects/permits are assigned a inspector who will be the single point of contact for the project/permit. To determine the inspector assigned to your job, locate you project in the Inspector’s Area Assignment Map (362 KB) or contact the City of Oceanside Engineering office at (760) 435-5097. Have the following information available: Permit #, and address of work.

Permits generally include concrete and asphalt inspections, form-work and grade checks, as well as compliance with Standard Specifications for Public Works Construction, Engineers Design and Processing Manual and the Regional Standard Drawings, including appropriate supplements.

The inspector should be notified before work starts on your project. He/she can inform you of what inspections are necessary and when you should schedule them. A minimum of 24 hours notice is required. Generally, the inspector will be in the office between the hours of 7 a.m. to approximately 8:30 a.m. for direct communication.

At other times, voice mail is available to leave messages. The engineering front desk can be called and a inspector paged for emergencies that cannot wait for next day communication.

For questions related to issues such as dirty streets, construction work blocking driveways, detours causing traffic problems, construction crews starting too early or working too late, problems with too much dust, etc. Contact the City of Oceanside Inspection office at (760) 435-5081. Be prepared to provide an address or nearest cross-section for better assistance in locating the problem.

Subdivision Inspector’s Services

Inspection

  • Monitor public and private improvements for complaince on projects from single family homes to subdivisions to Industrial facilities.
  • Coordinate & facilitate the preconstruction meeting
  • Keep pre-construction meeting log
  • Enforce required traffic control compliance
  • Enforce dust, storm water discharge and noise compliance
  • Issue Stop Work/Correction Notices on nonconforming work
  • Prepare Daily Reports
  • Review as-built plans
  • Respond to field change requests and review construction changes.
  • Coordinate construction completion walk-through, establish punch-list, complete and process Notice of Completion forms
  • Monitor Warranty services
  • Pad Certification
  • Finished grade certification
  • Monitor landscape installations and biological maintenance periods.
  • Insures conditions are met and work is in compliance prior to certificate of occupancy.

Capital Improvement Projects Inspector’s Services

Inspectors typically monitor progress and provide quality assurance of capital improvements on City property or within the City's right of way. Some of the services which an inspector provides include but are not limited to the following

  • Facilitate project coordination meetings at site
  • Monitor project schedule
  • Process progress payments monthly/billing
  • Receipt, log, review, and distribute submittals
  • As-built progress check to be done monthly including close-out as-builts
  • Development Service Department field inspection and special inspection coordination
  • Construction photos and video
