Construction of all public buildings and infrastructure projects is accomplished through the Capital Improvement Program Section. Whether the City needs a new road, sidewalk, building, bike path, park, or landscaped parkways and medians, our Capital Improvement Program Team is ready to provide the services needed to improve the quality of our public facilities and infrastructure.
The CIP section provides assistance for construction contracts to project managers in all departments in the City. This includes distributing and monitoring plan checks, and reviewing and preparing contract documents in accordance with the City and industry standards. This section also routes action documents, advertises, opens and tabulates bids, resolves bid protests and claims, reviews insurance requirements, initiates contract notices to proceed, and provides oversight of contracts for construction and professional design services. This section is also responsible for maintaining the City's standard specifications and drawings used in construction.

Harbor Aquatics Center
The project consists of a 6,773 SF two-story Community Center and a separate 5,778 sf storage building. The facility includes a 1,750 sf special event Community room with balcony, a 1,363 sf office and meeting space on the second floor and outrigger canoe storage space in the first floor. |

Sunset Market Lights
A downtown beautification project with 18 new street lights and 1500 feet of decorative string lights to make Oceanside’s Thursday night market a bright fun experience all year long. |

El Camino Real Median Improvement
Construction included replacement of 10,000 L.F. of concrete curb, 1,890 L.F. of median band, 67,328 S.F. of stamped concrete, new irrigation system for low maintenance and drought tolerant plants. |

Pacific St. Bridge
This bridge replaces the existing crossing, which is prone to washouts, permanently connecting Oceanside Harbor to the downtown. It includes a traffic lane, a bike lane, and a sidewalk in each direction. |

The Fire Department will house two engine companies, a medic and a battalion chief for a total of eleven personnel housed at the site. |

This will be part of a future trail network extending through San Diego County coastal communities. The trail provides an attractive path for bicyclists and walkers. |

Oceanside Transit Center Parking Structure
This joint-use project with NCTD provides free single-day parking for both transit users and visitors to downtown Oceanside. |
The parking structure is accessed at the end of Seagaze Drive, just south of Mission Avenue from Cleveland Street. |

El Corazon Senior Center
This second senior center provides 11,750 square feet of building space for active senior programs and activities, including class rooms, activities rooms, fitness, and space for future kitchen use. |
