Taking Care Of Your Parks
The City of Oceanside is committed to providing the highest quality of service to its residents. Operating and maintaining close to 40 community attractions from public pools, beaches, parks and community centers, the City of Oceanside works hard every day to maintain the high level of service. So with that in mind, please take the time to observe your surroundings while in a City Park. Please recognize City work and be mindful of the effort underway.

Staff would like to address proper use of athletic fields in the City of Oceanside. Proper use of the sports fields in the City involves following all park rules and the code of conduct. Only authorized vehicles are allowed on the sports fields and maintenance easements within City Parks. If possible, refrain from using the sports fields during and after the rain. Most importantly, please stay off fields closed for the annual sport field renovation program. The reasons for this are to eliminate vehicle-induced damage to the irrigation system, allow saturated turf and soil to drain, give new grass proper time to grow back, establish full turf coverage and eliminate premature soil compaction.

With a little help from the community the City will be able to provide healthy playing fields for the upcoming sports seasons.

Parks Development/Renovation Projects
Oceanside Parks & Recreation recognizes the role that parks and open space, as well as recreation, education and cultural services play in supporting and enhancing the attributes that define the quality of life in Oceanside, which its residents expect and deserve in the pursuit of health and happiness in our community. These attributes are the intangibles that measure livable and vibrant communities. City parks play an integral role in community revitalization, enriching community engagement and spurring economic development.

As stewards of parks and open space preservation for future generations, we create a sense of place and community by contributing to Oceanside's aesthetic integrity. Parks and open space contribute to the local economy, as do roads, utilities and other infrastructure elements. Parks and open space provide relief from urban development, preserve the environment, create community character and welcome opportunities for both passive and active recreation.

Take a look at some of the upcoming new City Parks and Park Renovations:

  • San Luis Rey River Extension Project: Two community meetings were held to obtain neighborhood and resident input for the eastbound extension of the San Luis Rey River Trail from College Boulevard to North Santa Fe Avenue in January 2007. An additional two community meetings were held in September 2007 for residents along Segment 1, the existing paved trail/maintenance easement. Segment 1 or Phase 1 construction is anticipated to begin in late February 2008. The project involves repaving of existing trail/maintenance easement, installation of fencing, signage and edge and centerline striping. See SLR River Trail Exhibit 1 below. Phase II or Segment 3) of the extension project involves significant environmental monitoring which will take place during Spring 2008. Once plans and environmental reports are approved staff anticipates construction to take place late 2008/early 2009.

  • Oceanside Dog Park: The Oceanside Dog Park, adjacent to the North County Humane Society at 2905 San Luis Rey Road, opened in Fall 2006 and has already earned an award of achievement from the California Parks and Recreation Society for innovative design for a specialty park. Just stop by anytime during park hours and see why. You and your four-legged friends will find a peaceful space to run and play. The Oceanside Dog Park is an off-leash dog park, so please make sure to remind your dog(s) of proper etiquette before entering so that everyone can play. The park is successful due in part to the great efforts of the North County Humane Society. While at the park stop into the NCHS and thank the dedicated staff, make a donation or just visit with the pets who eagerly await a home of their own.

  • Mance Buchanon Park (formerly River Park): Mance Buchanon Park, which will be located alongside the San Luis Rey River at College Boulevard, is a unique project embracing a classic California theme. It is a joint project between the City of Oceanside and the Oceanside Unified School District (OUSD). For nearly five years City staff, in collaboration with OUSD, has worked to create a project that will truly benefit the community. The new 29-acre park and 14-acre middle school will surely serve to enhance the quality of life for many Oceanside residents. The Oceanside Unified School District has begun construction of the Cesar Chavez Middle School site. The City anticipates the park will be completed in Spring 2008 with a grand opening to the public in Summer 2008. Phase II began in March 2007 and will consist of irrigation, landscaping, construction of park facilities and installation of field lighting. Another exciting amenity featured at Mance Buchanon Park will be the Dasani Blue Bikes. Currently located at 602 Civic Center in downtown Oceanside, the TREK cruiser-style bikes arrived in Oceanside in Fall 2006. The bikes are free to the community for recreational use on the San Luis Rey River Trail sunup to sundown 7 days a week.   • Buddy Todd Park Renovation Project: Buddy Todd Park is the City’s oldest park and one of the most picturesque, with panoramic views of the San Luis Rey Valley and the Pacific Ocean framed by magnificent trees. Developed in 1929 and dedicated in 1946 in memory of the first Oceanside resident killed in World War II, the park has a special place in Oceanside’s history. In addition to providing a place for the community to recreate and enjoy coastal views, the hilltop park was once an important part of the City’s water system.

    In 2003, the Water Utilities Department removed the water reservoir from the park site, which has added approximately 2.5 acres of usable undeveloped space located on the eastern side of the park. With the help of the Loma Alta neighborhood, the City began construction in the Fall of 2007 to enhance the old reservoir location. The improvement project will create a new park entrance and exit, a centralized parking lot with lighting and landscaping, and irrigation of the old reservoir site.

    Look for construction to be complete in late Spring 2008.

  • Oceanside Skateparks Project: The Skatepark Ad-Hoc Committee and Grindline Skateparks, Inc., have completed the final concept for the first two skateparks, which will be built at Melba Bishop Park and Martin Luther King Jr. Park. Each park will be constructed of concrete and will have a signature design unique to each location. The Melba Bishop Park site which is generally a flat area, lent itself to a “street” style layout that will include various ledges, banks, hips, rails, stairs and gaps for a well-rounded skateboarding experience. The Martin Luther King Jr. Park site with its hills and valleys was the ideal location for a “flow” style layout. This park will include a gently sloping bowl area with various “skateable” elements which will be connected to a deeper swimming pool-like feature that will accommodate multiple riders. Both parks will be places where skaters can ride in many ways, to develop and refine their skills and to express themselves through the physical activity of skateboarding. The City of Oceanside will hold a Ribbon Cutting Ceremony for the opening of the first neighborhood “Skate Spot” on Saturday December 20, 2008 at 9:00 a.m. at Martin Luther King Jr. Park located at 4300 Mesa Drive in Oceanside. The public is invited to join Mayor Jim Wood and the Oceanside City Council in celebrating the opening of the new skatepark feature at MLK Park.

Make a Difference in Your Community… LIVE to GIVE
Have you ever wanted to inspire others toward one of your own passions such as art, music, or nature? Have you ever wondered how you can help in the outreach to youth in your neighborhood? Well, Parks & Recreation can provide you the perfect opportunity.

L.I.V.E., Leisure Interest Volunteer Experience, is a program sponsored by the Parks & Recreation Division of Neighborhood Services in the City of Oceanside. Volunteering can have a positive impact on the Oceanside community and can also provide meaningful benefits to the volunteer at the same time. Helping others can provide you with new experiences of diversity, feelings of being needed and valued, improvements in health, self-esteem and confidence, not to mention FUN.

Come volunteer with us! Positions are available for teens, adults and seniors to work with pre-kindergarten, youth, teens, adults and seniors through the LIVE to GIVE program.
Positions include:

  • day camps courier
  • senior volunteer program (for those over 55 years)
  • teen leadership program (for those 13-18 years)
  • Jr. Camp Counselor program

Volunteer Descriptions

Special Events: Events are held year-round in Oceanside. Assistance is needed with set-up, clean-up, and working during the event. Examples of events include:

*Annual Egg-Hunt (Saturday before Easter and 2 weeks leading up)
Prior to event: Help stuffing eggs, making signs and arranging supplies.
Event day: Assist with set-up/clean-up, work at golden egg prize booth, fill empty baskets, park clean-up.

*Youth Expo (Second weekend in May) Work in the information booth, assist with set-up/clean-up, take surveys, or assist vendors with carrying their merchandise on and off site.

*Senior Expo (First Saturday in October) Work in the information booth, assist with set-up/clean-up, take surveys, assist vendors with carrying their merchandise on and off site, sell drinks, sell food-court coupons, assist food-court vendors, pass out event programs, or be a parking lot monitor for senior safety.

*Family Bike Day – Fundraiser (Third weekend in October) Work in the information booth, patrol the bike path, pass out informational flyers, or take registrations.

*Halloween Carnivals/Events (October 31 Halloween Day/Night or Friday prior) Assist in set-up/clean-up, work in a game booth, snack bar, or pass out tickets. Costumes are optional but encouraged.

*Senior Holiday Ball (Mid-December) Assist in set-up/clean-up, dance with a single senior, or take tickets at entrance.

Remember that all events need assistance with set-up and clean-up. Often, this is the most important assistance that is needed. You may volunteer your services at any, or all, events.

Senior Volunteer Program (55 years young and up): This program is run by the Oceanside Senior Center and is intended for seniors to volunteer for other seniors. Opportunities include front desk/information desk, greeters, seasonal decorating, librarian, newsletter articles, or clerical support.

Teen Leadership Program (13-18 years, must still be attending school): This program is run by the Youth Services Section and is intended for youth to engage in civic volunteering – Service Learning Hours provided. Opportunities include leading activities for the 6- 8-year-olds afterschool program, teen dance coordination and snack bar sales, recreation center celebration event coordination or volunteer as a group at Citywide events. Fingerprinting required for 16 years and up.

Jr. Camp Counselor Program (Jr. CCs, 14-16 years): Too old for camp and too young for a paying job? This is a free opportunity to get hands-on experience as a camp counselor. Must be committed to working the entire summer. Join the SUNSational Summer Camp at Capistrano Park and work alongside a mature camp counselor to learn the ropes of leading younger youth in the ultimate camp experience. There are four workshops held (on-site) to educate Jr. CCs in leadership skills and to openly discuss what they are learning about in being a youth leader.

Activity Specialists: Open to all adults to work in our youth and/or senior programs at the recreational facilities or camps to provide a learning session in a specialty area such as: song/dance, acting, cooking, homework assistance, sport clinic, or visual art instruction.

Tiny Tot Classroom Assistant: Open to all adults to be an instructor aide at either the Melba Bishop or John Landes Recreation Center.

Mentoring/Outreach: Open to all adults to work in identified neighborhoods to mentor at-risk teens and/or coordinate outreach to parents and families about available assistance programs and services. May include taking surveys. Bilingual preferred.

Group Projects: Do you have a group that needs to provide a community service? Call and we will design a project for you. Tell us the size and ages of your group and any special interests. Examples include beach clean-up, park clean-up, river or creek clean-up, tree planting, weed clearing, flower planting, graffiti removal and much more.

See what we can do to help you fill your time with volunteer work. We both benefit! Please do not just show up to volunteer at any of the events or groups. We make a schedule of volunteers for each event, and provide the event supervisor with your emergency information in case your parents, guardian, or significant other is needed. If you are doing volunteer work for school credit, please bring the necessary paperwork with you to the site for the supervisor to sign. Time sheets are kept for most volunteer opportunities.
