| | Legislative Services & Administration Program  Page 1, First Minutes of the Oceanside Board of Trustees (City Council) July 10, 1888 The primary objective of this program is to provide the City, its agencies and the citizens of Oceanside with efficient and accurate legislative services. Legislative services are provided through the preparation /recordation of the Minutes of the City Council, Community Development Commission, Small Craft Harbor District Board of Directors and other City agencies. From the first handwritten minutes in 1888, to the meetings after the bombing of Pearl Harbor in 1941 and the World Trade Center Attack in 2001, the effects of the Middle East conflicts and through the present, these Minutes are preserved and protected in special books and retained under statute for future generations. All City laws (resolutions and ordinances), recorded documents and contracts relating to the City’s governing bodies are processed through this program. Other services include publishing legal notices in newspapers according to current government codes, updating the Municipal Code, processing the City’s large volume of incoming and outgoing mail, and providing membership services for all of the City’s committees, boards and commissions. In addition, research is performed in response to departmental, public and other governmental agency requests. Setting the annual Council Meeting Schedule (calendar) and maintaining custody of the City Seal also fall under this programs responsibility.
