Amendment to the Local Coastal Program for The Circulation Element Update
NOTICE IS HEREBY GIVEN that the City of Oceanside will hold Public Hearings on the following dates at the City of Oceanside Civic Center, 300 North Coast Highway, Oceanside, CA 92054:

The purpose of the public hearings is to consider General Plan and Local Coastal Program Amendments to allow changes to the City’s Circulation Element and to bring them into conformance with the long-range planning and policy direction to guide growth and preserve the quality of life within the City of Oceanside. The Planning Commission will make recommendations to the City Council, which at its discretion, shall be the governing body to adopt the proposed Circulation Element Update in its entirety or in part.
The Circulation Element includes goals, objectives, and policies relative to the maintenance and improvement of the City’s transportation system. The Circulation Element was last adopted by the City Council in 1995 with a few reformats and changes added in 2002. Amendments are needed to respond to the City’s land use and transportation needs. This proposed update to the Element addresses the enhancement of City transportation corridors for all modes of transportation.
In accordance with the provisions of the California Environmental Quality Act, an Environmental Impact Report has been prepared for the proposed project and amendments. The City Council will consider the Final Environmental Impact Report during its hearing on the project.
Should you wish to challenge this project in court at some future time, you may be limited to raising only those issues that you or others introduced at public hearings on this project or in written correspondence delivered to the Planning Division or City Clerk prior to associated public hearings.
The proposed Circulation Element and Final Programmatic EIR and other materials related to this project are available for public review at the Development Service Department and the downtown City of Oceanside Library located at 300 North Coast Highway, Oceanside, CA. 92054 and the Oceanside Mission Branch Library located at 3861 Mission Avenue Suite B, Oceanside, CA. 92058 during regular business hours.
