Applications for the Sale of
Licenses to sell alcoholic beverages are issued by the California State Department of Alcoholic Beverage Control, and these licenses are also reviewed by the City of Oceanside. The City requires a noticed public hearing and approval of a conditional use permit prior to the establishment of any bar, liquor store, and all retail and restaurant establishments where hard liquor is sold, except for grocery stores and restaurants in the coastal zone which are outside of the downtown district.
