Program Description:
The American Recovery and Reinvestment Act of 2009 appropriated $3.2 billion for the Energy Efficiency and Conservation Block Grant (EECBG) Program. The Program was authorized in Title V, Subtitle E of the Energy Independence and Security Act of 2007 (EISA), and signed into Public Law (PL 110-140) on December 19, 2007. The Program provides federal grants to units of local government, Indian tribes, states, and territories to reduce energy use and fossil fuel emissions, and for improvements in energy efficiency. The EECBG Program is administered by the Office of Weatherization and Intergovernmental Programs in the Office of Energy Efficiency and Renewable Energy of the U.S. Department of Energy (DOE).
On March 26, 2009, DOE released the Funding Opportunity Announcement (FOA) for approximately $2.7 billion in estimated formula grants under the Energy Efficiency and Conservation Block Grant (EECBG) Program of the American Recovery and Reinvestment Act of 2009; in addition, up to $456 million is planned to be made available under a separate competitive solicitation at a later date. Based on calculations under a series of complex formulas set out in the Energy Independence and Security Act, allocation amounts for states, cities, counties, and Indian tribes eligible for direct formula grants were contained in the FOA and posted on the program’s website at www.eecbg.energy.gov.
Funds available to City of Oceanside: $1,517,100 (formula share)
Date funds will be available: The City submitted an application for funds and the City’s Energy Efficiency and Conservation Strategic Plan on June 24, 2009. The proposed Strategic Plan addresses the purpose of the EECBG Program, which is to assist eligible entities in creating and implementing strategies to reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities; reduce the total energy use of the eligible entities; and improve energy efficiency in the building sector, the transportation sector, and other appropriate sectors.
