The Residential Rehabilitation Program provides below-market rate loans to Oceanside homeowners to fix up their properties. Some items that can be addressed with these loans are: leaking roofs, faulty plumbing, inadequate electrical wiring, heating problems, etc.
Qualifications
- Owner-occupied primary residence in the City of Oceanside
- Total household income below 80% of County Median Income, adjusted for family size (see chart below)

Manufactured Home Improvement Program (MHIP)
This program provides a grant to owner-occupants of manufactured homes in the City of Oceanside to fix up their residences.
Qualifications
- Owner-occupant of home renting space at one of Oceanside's mobile home parks
- Total household income below 80 percent of County Median Income, but above 50 percent of County Median Income applies for matching grant ($1 to $1)
- Total household income below 50 percent of County Median Income applies for non-matching grant
