Section 3 Business Opportunities
Eligible businesses can certify that they meet one of the regulatory definitions of a Section 3 business and submit publically available information about their firm. Certified businesses will then be made available to project managers, primary contractors, developers, and other job assistance organizations upon request or upon receipt of HUD funding.

The list can then be used by agencies that receive HUD funds (subrecipients), developers, primary contractors as an effort to include Section 3 businesses in bid solicitations. The list can be used by job assistance organizations that assist low-income persons in finding employment opportunities.

It is important to understand that a Section 3 business is not entitled to a contract award simply by being listed on the self-certification list. Sections 3 businesses may need to bid competitively and demonstrate that they are responsible and have the ability to perform successfully under the terms and conditions of bid specifications and contract requirements.
