Lieutenant Leonard Cosby graduated from the University of California at Riverside with a major in German and played on the varsity soccer team. He possesses a two Masters Degrees from Talbot Theological Seminary and is currently pursuing his doctorate at the Talbot Graduate School of Theology.
Leonard began his career with the Oceanside Police Department in 1986. He has served the department and the citizens of Oceanside in the capacities of Neighborhood and Network Officer, Detective, Field Training Officer, Drug Recognition Expert and a Peer Support Team member. He later promoted to Corporal and then Sergeant.
As a Sergeant, he supervised patrol shifts for Night Watch and Morning Watch as well as the Canine Unit. He became the Peer Support Team Leader and supervised the department’s Uniformed Gang Suppression Unit. He was also responsible for scheduling officers to combat gang activity in the City of Oceanside.
Lieutenant Cosby is currently assigned to manage the patrol teams during the night and early morning hours on the front half of the week. He is the Peer Support Team Leader and PERT manager.
