James Divis is currently the manager of the 9-1-1 Communications Center. He began his career as an intern with the El Cajon Police Department when he was fifteen and has been dispatching ever since, with the exception of five years as a police officer in Portland, Oregon, and three years as an air traffic controller in Seattle, Washington. James has been with the City of Oceanside since 2005.
He holds a Bachelor’s Degree in Theology and a Master’s Degree in Behavioral Science with an emphasis in Conflict Management. James has been a mediator for the San Diego Legal Aid Society and the San Diego Mediation Center, and an arbitrator for the Better Business Bureau. In 2002 he helped to develop the San Diego Association of Public Safety Dispatchers (www.apsdonline.org), which is a nonprofit organization dedicated to providing quality state-certified training to the County’s 9-1-1 dispatchers.
