The City Treasurer is an elected position that has a term of four years. The City Treasurer is responsible for the oversight of the investment of the City's available public funds, the selection of the City's depository bank and the overall management of the Treasurer's Office.
In general, the Treasurer's Office performs the daily cash management of the City funds, including those of the Oceanside Community Development Commission and the Oceanside Harbor District. As part of the daily cash management responsibilities, the office invests inactive cash deposits in accordance with the City's investment policy. As part of its investment program, staff utilizes efficient and effective cash management tools to ensure that the City's funds are fully invested on a daily basis. Also included in the investment program is the development and monitoring of the City's investment policy and the timely reporting of all investment activity.
In addition to the investment of the City's funds, the Treasurer's Office provides banking services for the City, including the selection of the depository bank and oversight of the banking services provided. The office also manages the unclaimed funds program in accordance with State of California statues. Lastly, the Treasurer's Office manages the City's bonded debt, including the City's three Community Facilities (Mello-Roos) Districts.
