July Fourth 2012 Information

During the 4th of July weekend, the City of Oceanside will host the annual Fourth of July Celebration. This event will draw a significant amount of people and vehicles into the beach and downtown areas. This year due to financial restraints the fireworks display will not take place. With close to 200,000 people expected to attend the weekend festivities, the mission of the Police Department is to provide for public safety during the weekend events, promote community safety and effectively manage the flow of pedestrian and vehicle traffic.

The areas west of the railroad tracks to the ocean and north and south to the city limits has been designated as a "Safety Enhancement Zone". Fines for Municipal Code violations will be tripled within the Safety Zone.

Vehicular access to the area west of the railroad tracks, between Wisconsin Ave. and the Harbor Beach will be controlled by various road closures. The areas primarily impacted by the festivities will be Mission Avenue, Coast Highway, The Strand, the beach areas to include the Harbor beach.

All city parking lots, with the exception of lot numbers 26, 29, and 30 will be open. Handicapped Parking in the immediate beach area is located on the north side of the Beach Community Center (Lot 30) and The Strand and Wisconsin (Lot 31). Handicapped passengers are allowed to be dropped off at Surfrider Way at The Strand.

On July 04, 2012 at 0900-am The Strand between Wisconsin St and Breakwater Street will be closed. Roadways to these areas will re-open at 8-pm.

There will also be a night time road closure in the Harbor beginning at 900-pm. There will be no access to the harbor from the north (Harbor Dr). Access to the harbor via Pacific Street over the bridge is limited to residents, slip renters, and employees. No traffic will be permitted to enter the harbor from the south and exit the harbor from the north. The roadways are expected to reopen at midnight or when traffic congestion has diminished.

Parking Enforcement will post designated lots with "No Parking" signs advising residents and visitors. All parking is on a first come first serve basis.

Vehicle access will be allowed into closed areas on a limited basis to residents and guests of residents with off street parking only. Proper identification will be required to verify the residents address.

Roadway closure exceptions for Residents and Guests;

  • If residents need to exit the closed areas after the streets have been closed, they will be allowed to leave. If they wish to enter the area after the streets have been closed, they must be able to show proof of residency and confirm that they will be parking in their driveway, garage or off-street parking. 
  • Guests of residents will be allowed into the closed area provided they have an address in the area where they have been invited. The verification process will most likely involve an access point. Officers in the area will make every effort to accommodate the residents and guests of residents.
  • However, when pedestrian traffic in the closed area becomes so heavy that the safety of pedestrians is being compromised and vehicular traffic cannot safely navigate the area, no resident, guest or resort property vehicles will be allowed into the closed areas. If and when this occurs, vehicles will not be allowed into the closed area until it is determined that the amount of pedestrian traffic is at a safe level for vehicles to travel safely.

The Fire Department will have emergency personnel pre-staged in both the Harbor Beach and Pier area on July Fourth. They will have additional paramedic and fire crews roaming the area to provide emergency services in the area.

The Oceanside Lifeguard Service will be fully staffed to handle all water incidents during the busy weekend.

The Oceanside Police Department will have over 200 Police Officers in the area to provide for a safe and enjoyable weekend. The Department’s philosophy will be one of ZERO TOLERANCE against crimes, acts of civil unrest and fireworks.

We would like to remind the citizens that Public Consumption of Alcohol is Prohibited, as well as Public Drunkenness.

Smoking is prohibited on the beach, Pier and in public places.
There are NO DOGS ALLOWED on The Strand on July 04, 2012.
There are NO BICYCLES allowed on The Strand on July 04, 2012.
There are NO TENTS ALLOWED on the beach.
NO SKATEBOARDS are allowed on Public Streets.
