7.             City Council: Approval of Amendment 1 in the amount of $49,802 to the Professional Services Agreement with Bay City Electric Works for a revised contract amount of $134,802 for the purchase of a new AC Alternator for the generator at the Pilgrim Creek Sewer Lift Station; and authorization for the City Manager to execute the amendment

9.             City Council: Approval to accept $50,000 in grant funds from the State of California CalRecycle awarded to the Solid Waste Division to implement outreach and education activities related to one-pound propane gas cylinders and marine flares; approval to appropriate the funds to the Water Utilities Department; and authorization for the City Manager, or designee, to execute all related grant documents

General Items are normally heard after any 6:00 p.m. Public Hearing Items.  However, if time permits, some General Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar.  Ordinances may be introduced at this time.  The City Council/HDB/CDC/OPFA has adopted a policy that it is sufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of ordinances may be waived.  After the City Attorney has read the titles, the City Council/HDB/CDC/OPFA may introduce the ordinances in a single vote.

10.             City Council: Initiate text amendments to the zoning ordinance to facilitate agricultural related commercial, industrial, and recreational uses such as limited food processing, limited retail sales, and camping as incidental uses on sites primarily used for agricultural purposes

ADOPTION OF ORDINANCES

The following items are ordinances for adoption by the City Council/HDB/CDC/OPFA. Ordinances are laws of the City of Oceanside and require introduction and adoption at two separate City Council meetings (urgency ordinances are an exception, and may be introduced and adopted at one meeting as an emergency measure).  The City Council/HDB/CDC/OPFA has adopted a policy that it is sufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of ordinances may be waived.  After the City Attorney has read the titles, the City Council/HDB/CDC/OPFA may adopt the ordinances below in a single vote.  There will be no discussion of the items unless requested by members of the City Council/HDB/CDC/OPFA or the public through submittal of a Request to Speak form prior to the commencement of this agenda item.

16.             City Council: Adoption of an ordinance repealing Articles 14.4, 35, and 36 of the 1986 Zoning Ordinance; modifying Articles 15, 16, and adding Article 20 H-Harbor District to the 1992 Zoning Ordinance (ZA16-00006); establishing the amended text for Articles 15, 16C, and 20 of the Zoning Ordinance as part of the Implementation Plan of the Local Coastal Program (LCPA16-00003) in accordance with California Coastal Commissions’ suggested modifications; and adoption of a resolution amending the Local Coastal Program relating to the zoning ordinance and requesting California Coastal Commission concurrence of said amendment – the subject amendment will 1) consolidate 1986 Zoning Ordinance provisions for Open Space, Public Utility, Transportation Zone, and Harbor Zone within the City’s updated zoning ordinance; 2) certify Articles 15, 16C, and 20; and 3) update references to decision-making bodies, City departments, and management staff titles (Introduced 10/18/2017, 3-1, Sanchez – No, Wood - Absent)
