5.             City Council: Approval of Change Order 1 in the amount of $38,663 to Blue Pacific Engineering & Construction for a revised contract amount of $181,463 for the North Santa Fe at Alamosa Park Storm Drain Repair Project; approval of a budget appropriation in the amount of $50,000 from the Citywide Drainage Program Fund; and authorization for the City Engineer to execute the change order

6.             HDB: Approval of an increase in the amount of $144,453 to an existing purchase order with American Bicycle Security Company for a revised total of $176,693 for the purchase of 76 storage lockers to be installed on Harbor docks and common areas; and authorization for the Financial Services Director, or designee, to execute the purchase order

7.             City Council: Approval of four purchase orders: 1) in the amount of $170,360 to Miracle Recreation Equipment for swing sets and equipment, 2) in the amount of $95,466 to Musco Field Lighting for LED lighting, 3) in the amount of $43,518 to RecWest Outdoor Products, Inc. for a custom shade structure, 4) in the amount of $30,973 to Outdoor Creations Inc. for benches, trash/recycle receptacles, picnic tables and barbecues for the Joe Balderrama Park Improvement Project for a total of $340,317; and authorization for the Financial Services Director, or designee, to execute the purchase orders

8.             City Council: Approval of Amendment 1 to the Performance of Services Agreement with NetFile Inc. in an annual amount of $18,000 to provide software and maintenance services to support the electronic filing system of Campaign Disclosure Statements and Statements of Economic Interest (SEI), extending the term of the agreement retroactively from January 22, 2019, through January 22, 2022; and authorization for the City Manager to execute the amendment

9.             City Council: Approval of Amendment 1 in the amount of $75,000 to the Public Works Agreement with B & T Door Services for a revised contract amount of $150,000 for additional door maintenance, repair, and replacement services at City facilities; and authorization for the City Manager to execute the amendment

10.          City Council: Approval of Amendment 2 in the amount of $52,000 to the Professional Services Agreement with Sterling (Tim) Bailey DBA Sterling Bailey Technical Services for a revised contract amount of $126,000 for as-needed Chief Plant Operator services at the Robert A. Weese Filtration Plant; and authorization for the City Manager to execute the amendment

11.          City Council: Approval of the amended and restated agreement between the City of Oceanside and the Rainbow Municipal Water District for the construction, use, maintenance, and operation of wastewater, transmission, treatment and disposal facilities with no fiscal impact to the City; and authorization for the City Manager to execute the agreement

12.          City Council: Approval to revise City Council Policy 300-02 regarding the formation of Community Facilities Districts (CFD) to provide for the financing of ongoing public safety services through CFDs

14.             City Council: Introduction of an ordinance and adoption of a resolution repealing and/or amending certain articles of the 1986 and Comprehensive Zoning Ordinance and establishing the amended text, inclusive of California Coastal Commission’s suggested modifications, as part of the Implementation Plan of the Local Coastal Program updating existing regulations for wireless communication facilities and establishing citywide ordinance provisions in compliance with Federal and State laws

ADOPTION OF ORDINANCES

The following items are ordinances for adoption by the City Council/HDB/CDC/OPFA. Ordinances are laws of the City of Oceanside and require introduction and adoption at two separate City Council meetings (urgency ordinances are an exception, and may be introduced and adopted at one meeting as an emergency measure).  The City Council/HDB/CDC/OPFA has adopted a policy that it is sufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of ordinances may be waived.  After the City Attorney has read the titles, the City Council/HDB/CDC/OPFA may adopt the ordinances below in a single vote.  There will be no discussion of the items unless requested by members of the City Council/HDB/CDC/OPFA or the public through submittal of a Request to Speak form prior to the commencement of this agenda item.
