College Blvd Improvement Project Environmental Impact Report (EIR)

 Welcome to “College Boulevard Improvement Project” web site. This site is intended to inform the public about the continued planning and engineering efforts for College Boulevard.


The College Boulevard Improvement Project is temporarily on hold until the City Council adoption of the Circulation Element Update.  A City Council meeting date pertaining to this item has not been specified.  Please continue to check the project’s website for additional information. 

The following components are included as part of the College Boulevard Improvement Project:

A Notice of Preparation (NOP) was previously released by the City for this project on May 1, 2015, with a subsequent public scoping meeting held on May 11, 2015. Since that time, the City has determined that the proposed widening limits of the College Boulevard corridor should extend further than presented in the previous NOP. Therefore, due to the new information that is to be added to the EIR and pursuant to the CEQA Guidelines Section 21092.1, the City is re-issuing a new NOP and will be holding a new public scoping meeting.

The following are the updated components of the College Boulevard Improvement Project: 

  • College Boulevard is proposed to be widened from a 4-lane to a 6-lane major arterial from Olive Avenue to Old Grove Road
  • College Boulevard will be maintained as a 4-lane major arterial from Waring Road to Olive Drive
  • Because the City’s General Plan Circulation Element recommends College Boulevard to be widened to and classified as a 6-lane major arterial between Waring Road and Old Grove Road, a General Plan Amendment is required to maintain segments of College Boulevard as a 4-lane major arterial
  • Intersection improvements at Waring Road

An Environmental Impact Report (EIR) is required for the proposed future widening of College Boulevard and the General Plan Amendment to the City’s General Plan Circulation Element.
