What is a Tobacco Retail License?

On September 9, 2020, the City Council adopted Ordinance No. 20-OR0562-1, which created a program to regulate and license tobacco retailers within the City of Oceanside. The regulations, which include obtaining a Tobacco Retail License (TRL), become effective for tobacco retailers in 2021. The TRL application, issuance, and annual renewal is separate from your City of Oceanside business license.

Application Process

An Administrative fee in the amount of $319.63 is due upon submittal of the Tobacco Retail License application to the City. The application will be routed to all applicable City Departments for approval; a property inspection may apply. A Tobacco Retail License will be issued to the applicant once all required approvals are obtained.

Renewal Process

An annual renewal form will be mailed to the registered license holder around the 15th of the month in which the license expires. The renewal will include the total amount of administrative fees due for renewal. Upon submission of the renewal form and payment to the City, the renewal will be routed to the appropriate departments for approval. Once the renewal is approved, a Tobacco Retail License will be issued to the applicant.
