The City of Oceanside originally adopted the Inclusionary Housing Ordinance (“IHO”) in 1983 in an effort to meet the housing needs of its lower and moderate-income households. Chapter 14C of the Oceanside Municipal Code establishes housing requirements for low and moderate-income households in residential projects of three (3) or more units. Currently, the City’s IHO requires developers to rent 10 percent of housing units at restricted rents that are affordable to low-income or sell 10 percent of the for-sale units at restricted prices to low or moderate-income levels. As an alternative, developers may pay an in-lieu fee of $8.62 a square foot. In effect, the Inclusionary Housing Ordinance brings the private sector of the economy into the business of providing for affordable housing.
City Council provided direction to City Staff to complete a comprehensive review and analysis of the IHO to encourage the provision of affordable housing units within the project. HUD requires that each Public Housing Authority (PHA) with an FSS program have an Action Plan. This Action Plan lays out the PHA's policies for program operation per 24 CFR Part 903. A draft of the Oceanside Family Self Sufficiency (FSS) Action Plan is available for a45-day public comment period from August 14, 2022 through September 28, 2022. Copies of the FSS Action Plan and the file relating to this item are available for public review and comment at the Housing and Neighborhood Services Department located at 321 N. Nevada Street during regular weekday office hours, 7:30 a.m. to 5:00 p.m. Monday through Thursday and 7:30 a.m. to 4:00 p.m. on Friday. The Plan may also be viewed on the City’s website at www.oceansideha.com.
