Rental Owners and Property Managers

NEW! You can help secure permanent housing!

The City of Oceanside Housing Authority has received special rental assistance funding to assist in finding permanent housing for our vulnerable populations. You can make a difference in the life of an individual who truly needs it! Rental units, mainly studio, and one-bedroom units, are needed to house our particular population. The Housing Authority is offering a Landlord Incentives Program for our vulnerable residents and provides case management to participants housed with a special housing voucher. For additional information or to sign up for the Landlord Partnership Program, please contact Salvador Roman by phone at (760) 435-3394 or email at

Section 8 Housing Choice Voucher Program Information

The Oceanside Housing Authority (HA) Section 8 Housing Choice Voucher program assists over 1,600 family, senior, and disabled households in the City of Oceanside.   The Oceanside HA has administered the federally funded Section 8 Voucher program for more than 30 years.  To meet the demand for housing, we need good rental owners and property managers and invite your participation. As a property owner, you are entitled to screen potential tenants and set rules and regulations that are in conformance with California Tenant Law. Ownership information is not required until a Housing Choice Voucher/Section 8 voucher holder attempts to rent your unit. We appreciate your consideration of the Section 8 program and look forward to partnering with you to provide affordable housing to Oceanside families.

The Housing Authority has partnered with - Affordable Houses & Apartments For Rent, which provides an enhanced program to list rental properties on line. Listings are available to potential Housing Choice Voucher tenants seeking apartment units, duplexes, single-family homes or townhomes in the private market. If you have any questions regarding registering, creating or viewing property listings, please contact the toll free help line at 1-866-466-7328.

Rental Owners and Property Managers add your rental property

Participants of the Housing Choice Voucher/Section 8 program typically pay between 30% - 40% of their adjusted income for rent while the HA via federal dollars from the Department of Housing and Urban Development (HUD) cover the difference between the approved contract rent and the tenant's rent payment. This guarantees that rental owners will receive a portion of the rent on time each month.
By becoming our partner in the Housing Choice Voucher program, you make it possible for low-income families to enjoy quality, affordable housing and in return owners enjoy:

  • Stable payments
  • Unit inspections
  • Fair market rental rates
  • On time monthly payments via direct deposit to your bank account
  • Enforceable renter obligations defined in the lease addendum

The HA establishes Utility Allowances and Payment Standards based on the Fair Market Rents (FMR), which are established at least annually by HUD. The Payment Standard is the maximum subsidy the HA can provide toward the gross rent (rent plus a utility allowance for utilities, stove or refrigerator paid or provided by the tenant). If the gross rent is more than the Payment Standard, the family must make up the difference. In addition, the contract rent must be reasonable compared to similar rental units in the area.

The Oceanside HA values our participating owners and property managers. We strive to provide excellent customer service. We require owners to receive their monthly payments through Direct Deposit. For more information about Direct Deposit and other financial serves and related questions, please click Financial Services Information.

If you have questions other than those related to your payments and financial services, please contact the Housing Specialist assigned to your tenant.  Tenants are generally assigned to Housing Specialists alphabetically by last name.  Some tenants are assigned to a Spanish-speaking Household Specialist or participate in the Family Self-Sufficiency Program.  For a list of Section 8 staff and caseloads, please click Caseload Assignments.
