The City of Oceanside Housing Authority has received special rental assistance funding to assist in finding permanent housing for our vulnerable populations. You can make a difference in the life of an individual who truly needs it! Rental units, mainly studio, and one-bedroom units, are needed to house our particular population. The Housing Authority is offering a Landlord Incentives Program for our vulnerable residents and provides case management to participants housed with a special housing voucher. The Oceanside Housing Authority (HA) Section 8 Housing Choice Voucher program assists over 1,600 family, senior, and disabled households in the City of Oceanside. The Oceanside HA has administered the federally funded Section 8 Voucher program for more than 30 years. To meet the demand for housing, we need good rental owners and property managers and invite your participation. As a property owner, you are entitled to screen potential tenants and set rules and regulations that are in conformance with California Tenant Law. Ownership information is not required until a Housing Choice Voucher/Section 8 voucher holder attempts to rent your unit. Participants of the Housing Choice Voucher/Section 8 program typically pay between 30% - 40% of their adjusted income for rent while the HA via federal dollars from the Department of Housing and Urban Development (HUD) cover the difference between the approved contract rent and the tenant's rent payment. This guarantees that rental owners will receive a portion of the rent on time each month.

The HA establishes Utility Allowances and Payment Standards based on the Fair Market Rents (FMR), which are established at least annually by HUD. The Payment Standard is the maximum subsidy the HA can provide toward the gross rent (rent plus a utility allowance for utilities, stove or refrigerator paid or provided by the tenant). If the gross rent is more than the Payment Standard, the family must make up the difference. In addition, the contract rent must be reasonable compared to similar rental units in the area.
The Oceanside HA values our participating owners and property managers. We strive to provide excellent customer service. We require owners to receive their monthly payments through Direct Deposit.
