The Oceanside Ratepayer Relief Program is an assistance program that offers up to a $500 credit to assist Oceanside customers that are behind on their utility bill.
The program is being funded through an appropriation of $822,995 from interest earnings on a settlement received from the San Diego County Water Authority from a suit filed against the Metropolitan Water District that challenged rates charged for the transportation of water from 2011 to 2014. The actual settlement that the City of Oceanside received in the amount of $1,528,419 has been placed in a restricted fund that will be used to offset proposed rate increases for Calendar Year 2022 and 2023.
The moratorium on water shutoffs due to non-payment is scheduled to end December 31, 2021. The City of Oceanside urges customers who have fallen behind to apply for this customer assistance program to ensure continued services.

The program is open to all single-family residential, multi-family, commercial, irrigation, agriculture and recycled water customers. The Oceanside Ratepayer Relief Program is available on a first-come, first-served basis, until program funds have been depleted.
Customers must currently have a past-due balance on their account. If the past due amount is less than the amount of credit for the particular rate-class, only the past-due balance will be credit.

The City of Oceanside has partnered with Home Start, a local nonprofit organization that specializes in rental and utility assistance programs for residents. Home Start will be assisting customers in the application process. Customers may choose to complete the application in one of two ways:

Print out the print application and drop off the completed application along with all supporting documents to the Water Utilities counter located on the first floor of the South Building at 300 N. Coast Hwy.
