Oceanside’s New Source of Water
Pure Water Oceanside will purify recycled water to create a new, local source of high-quality drinking water that is clean, safe, drought-proof and environmentally sound. The program will produce enough water to provide more than 25% of the city’s water supply.
WHY is Pure Water Oceanside Needed?
Most of Oceanside’s water is imported and originates from hundreds of miles away. This imported water is subject to rising costs out of the city’s control, requires an enormous amount of energy to transport and is vulnerable to natural disasters like earthquakes.
A small portion of the city’s water supply is local and comes from a naturally occurring underground aquifer called the Mission Basin. The aquifer’s water has declined over years of use.
A high reliance on imported water leaves the city vulnerable to the threat of climate change and reoccurring drought. Diverting water from the Colorado River and Bay Delta affects the ecosystems on which fish and wildlife depend.
Pure Water Oceanside and other local programs DIVERSIFY our water supply and REDUCE reliance on imported water and create a LOCAL and SUSTAINABLE water source for Oceanside.
HOW the Water Purification Process Works
The process uses state-of-the-art water purification steps that replicate and accelerate nature’s natural recycling process. This will create between 3 and 5 million gallons per day of local, high quality drinking water that is exceptionally pure.
Microfiltration - Filters remove bacteria and suspended solids from reclaimed water.
Reverse Osmosis - Ultra-fine filters remove salt, viruses, bacteria, pharmaceuticals and chemicals.
Ultraviolet Light and Advanced Oxidation - The final polishing step neutralizes any remaining substances.
Injection - Minerals are added before the water is injected into the Mission Basin.
Treatment - Water is extracted from the aquifer and treated again at the city’s Mission Basin Groundwater Purification Facility.
Delivery - The water is distributed to customers!

Environmental Review - Mitigated Negative Declaration (MND)
The City of Oceanside invites your comments on a proposed advanced water treatment program planned near you called Pure Water Oceanside. The City has circulated the Draft MND to the State Clearinghouse and interested entities for distribution and public review (September 26 – October 26, 2018).
