In 2014 the City of Oceanside adopted Ordinance No. 14-OR0050-1 to require electronic filing of Campaign Contributions and Expenditures and Statements of Economic Interests (Form 700). In 2026 the City partnered with eFile to offer a web-based electronic filing system for filers to submit their required statements online. The system is also available for the public to review filings at no cost.

Campaign Disclosure Reports (Forms 501, 410, 460, 461, 470, 496, etc.)

Campaign disclosure reports contain financial information provided by candidates and committees. They can answer questions about who is contributing, receiving, and spending money, and for what purposes. You can use eFile to research and review campaign contributions and expenditures, review campaign statements filed by candidates, and examine a committee’s filing history. These filings are viewable online or in person at City Hall. 

Statement of Economic Interests (Form 700)

The Political Reform Act (Gov. Code Sections 81000-91014) requires most government officials and employees in California to publicly disclose their personal assets and income. They must also disqualify themselves from participating in decisions which may affect their personal economic interests. Statements of Economic Interests are public documents which any member of the public may inspect. They are viewable online and are not maintained in hard copy at City Hall.

Late Filing Fines

Any person who files a required Campaign Statement or Form 700 after the deadline is liable for a late fine of $10 per day up to a maximum of $100. There is no provision in the law to extend a filing deadline. However, the City Clerk has the authority as the filing officer to fully waive late filing fines on a case-by-case basis. A filer may request in writing to the City Clerk that a fine for late filing be waived or reduced.
