City Engineer's Notices Regarding Right-of-Way Encroachments and Plan Check
Over the last few months, the City has noticed an increase in proposed private improvements within the City's Rights-of-way and has also received a number of incomplete plan submittals, both of which are not allowed with the City of Oceanside.

City Requesting Proposals (RFP) for Design and Permitting Service for Loma Alta Creek Mouth Maintenance Program
The City of Oceanside is requesting Proposals for the design and permitting services for the maintenance of the mouth/ocean interface of the Loma Alta Creek. The selected Consultant shall provide for the design, permitting and environmental documentation services for the maintenance of the Loma Alta Creek mouth at the interface with the Pacific Ocean.

Beach Sand Replenishment
In an effort to replenish valuable beach sand lost through longshore drift and erosion and maintain beach amenity, while also providing protection of the City’s backshore assets; all qualifying development projects within the city are required to participate in Oceanside’s beach sand replenishment program as part of the City’s Opportunistic Beach Fill Permit (OBFP) issued by the State. This permit allows for the direct placement of sand on the City’s beaches from Seagaze Drive to Pine Street and from Oceanside Boulevard to Loma Alta Creek. It is the City's intent to require development projects that meet the OBFP criteria to deposit excavated sand that is planned for export, directly on the beach through a coordinated effort with the City’s Public Works Department. Development projects located west of El Camino Real within City Limits and development projects located within the sphere of influence of the San Luis Rey River and Loma Alta Creek will be required to participate in this program. See the maps below for areas affected by the OBFP.

Responsibilities
The City of Oceanside Engineering Division is responsible for the management of public infrastructure and private land development. This division administers all aspects of engineering and inspection activities relating to Private Development, Capital Improvement Programs (CIP) and traffic-related issues. The Engineering Division is responsible for the City’s engineering review of all public and private sector development projects, preparing and maintaining documentation and records of all activity, and providing information to the public.
