The City of Oceanside is updating the Pavement Management Program (PMP). The work includes reviewing all public streets and alley to assess the existing conditions. The data will be used to plan for future roadway projects and programs. The City has procured a consultant, that uses specialized equipment, to perform the inspections. This device measures pavement roughness, rutting, cracking and other surface distresses as it travels down the roadway. It will use Global Positioning Satellite (GPS) information for locating and cataloging the data. The equipment is a White Ford Transit van with two roof-mounted laser scanners on the rear-vehicle pointing straight down. The vehicle is operated by skilled field technicians that travel at posted speed limits and will survey each public roadway at least once. Streets will be reviewed during November of 2023, so do not be surprised to see this equipment driving around town.

Background

The City of Oceanside uses its Pavement Management Program (PMP) to help determine which street sections will be included in its annual Slurry Seal Project or the annual Overlay Project.

In 2014 the City entered into an agreement with Infrastructure Management Services Inc. (IMS) to create a new Pavement Management Program (PMP). The scope of work included performing inspections and collecting data on each City owned street. A Pavement Condition Index (PCI) was calculated for each street based on the type and severity of the distresses observed. In late 2017 IMS performed an update to the Oceanside PMP.

On August 10th, 2022, the City Council passed an “Excavation and Encroachment Policy” which provides clarity and guidance regarding the installation, construction, excavation, inspection, maintenance and repair for utility facilities in the public Right-of-Way.

This policy sets up a road moratorium to protect streets that have been recently resurfaced. See section VI. 2.0 of the Excavation and Encroachment Policy for details.
