To add, remove, replace, or alter any improvements within the public right-of-way, city easement or city-owned property, an improvement plan shall be prepared under the direction of and signed by a Registered Civil Engineer, licensed by the State of California, and shall conform to the current Engineering Design and Processing Manual.
Note: Improvements, grading, or any alterations to your private property or City right-of-way may trigger a need to get a permit from the City and to submit other types of plans or documents such as grading plan, landscaping plan, and Storm Water Mitigation. Additionally, please see the City Engineer's Memo Regarding Private Encroachments in the City's Rights-of-Way. Please consult with Engineering Division Staff, review submittal requirements check list, associated design manual, City codes and ordinances before you start planning your project.
