The City's waterfront area is an incredibly valuable public resource and the need to enhance the beachfront area has been an ongoing City goal for a number of years. Over the past several years the City has taken significant actions to upgrade the area which includes the Tyson Street, Sportsfisher Drive, and Breakwater Way restroom improvement projects. Most recently Phase I of the Beachfront Improvement Project was completed in 2022 and included remodeling the existing bathhouse into a new police substation, construction of a new public works maintenance building, new restroom facility, and improved public plaza and staircase with viewing areas.
What is the Project?
The project is a continuation of the Beachfront Improvement Feasibility Study - Phase II which was authorized by City Council in May 2020 to explore potential improvements to the Junior Seau Beach Community Center, Junior Seau Pier Amphitheater and Bandshell, and the pier plaza and public spaces in between. The feasibility study was an approximately 21-month process that concluded at an October 26, 2022 workshop at which time City council received the conceptual alternatives and concurred with the staff recommended options for the study sites. Public engagement played an important role in the process and was reflected in the preliminary concept renderings and the staff recommendations on how to move forward.
Separately but concurrently, Phase I (Schematic Design) of the Pier View Way Bridge & Lifeguard Headquarters Project evaluated replacement and rehabilitation options of this concrete structure due to its aging condition. In the City's effort to evaluate and plan the beachfront area cohesively, City Council authorized staff to coordinate future environmental review efforts of these projects.
Next Steps
In October 2023 the Beachfront Improvement Phase II Project commenced preliminary design and environmental review in conjunction with the Pier View Way Bridge & Lifeguards Headquarters Project ("Pier Bridge Project"). Due to their geographic proximity and the recent completion of their respective feasibility studies and conceptual designs, one consolidated Program Environmental Impact Report (PEIR) is planned.
Additionally, included in this phase of the project is preliminary design for the Junior Seau Beach Community Center, Junior Seau Pier Amphitheater, and Bandshell.
Project Timeline
Preliminary Design & Environmental (Current Phase) is anticipated to be completed by the end of 2025 in coordination with the Pier View Way Bridge and Lifeguard Headquarters Project.
