The City does not allow private improvements within the City’s ROW or Easements. Exceptions may be made on a case by case basis solely under the written approval by the City Engineer through an executed Encroachment Removal Agreement (ERA).
Certain improvements that are never allowable in the City’s ROW or Easements include, but are not limited to: buildings, any portion of a building foundation, any portion of a building basement, any portion of a building shoring (temporary or otherwise), retaining walls, CMU block walls, gravity walls, generators, bollards or trash enclosures.
