Street and curbThe requirement for a Utility Plan (U-Plan) comes from Oceanside Municipal Code and the Excavation and Encroachment Policy.

Please read the Excavation and Encroachment Policy for the full list of requirements for installation, construction, maintenance, and excavation (including boring) in connection with facilities encroaching within the City's public rights-of-way.

Utility plans (U-Plans) must meet the following requirements when submitted to the City of Oceanside for review.

  • Plans must be prepared and sealed by a California licensed Civil Engineer. (Unless not required by the Business & Professions Code)
  • The following General Notes are required on all utility plans:
  • Follow the Water Utilities Guidelines for Underground Utilities.
  • Once a utility plan number has been assigned, it will need to be added to plans and easily identified on the Title sheet.
  • Title sheet shall contain:
    • Title of project
    • Brief description of proposed work or project summary
    • The location of work with a vicinity/key map
    • Utility mark-out information (DIGALERT info)
    • Project U-Plan number (After it is assigned)
    • Right-of-Way Permit number (After it is assigned)
  • Plans shall show City's ROW and include curbs, sidewalks, paths, driveways, roadways, easements, and other general public infrastructure.
  • Plans must show all existing utilities in the public ROW with size and type.
  • All trenching in asphalt must be resurfaced in accordance with Oceanside Standards. The following Oceanside Standard Drawings must be shown on the plans as a detail, exhibit, or image.
  • Plans shall include horizontal clearances from existing utilities and utility crossings with minimum vertical clearance. There is a 5' minimum horizontal clearance required between utilities. Callout any areas where potholing will be required.
  • Existing survey monuments shall be protected in place. All U-Plans are required to contain a Monument Preservation Certificate. The certificate must be completed by a professional land surveyor or civil engineer authorized to practice land surveying. If a survey monument will be disturbed, a corner record will need to be filed.
