A Utility plan (U-plan) follows a similar review process as city development plans do.
- An application is submitted to the City of Oceanside Development Services Technicians (front counter staff) for the proposed utility.
- Engineering Document Submittal Application must be submitted.
- A Box account is necessary to submit online. See How to create Box Account.
- For more information on how to make an application/submittal to the Development Services Technicians see the Online Plan Submittal Work Flow.
- An invoice is generated and paid for, and front counter staff sends a link for applicant to upload construction documents (the U-plan).
- Front Counter Staff generates a digital review session of the plans through plan review program (Bluebeam) for Engineering and Water Utilities staff.
- Engineering and Water Utilities review the plan within a 5-day or 30-day timeframe depending upon the scope of the utility work. Comments and redlines are made to the plans as necessary.
- After Engineering and Water Utilities have completed review, the Bluebeam comments (and any other additional documents/comments letters) are compiled through front counter staff and sent back to applicant along with a link to resubmit an updated plan.
- If Engineering and Water Utilities have no further comments, then both departments will approve of the U-Plan and affix approval stamps to the U-plan. Front counter staff will then send back the approved plan to applicant.
- Once applicant has a U-plan with approval stamps from both Engineering and Water Utilities, the U-Plan review process is completed. Note: U-Plan approval is required before the Right-of-Way Permit can be issued for the project.
