The CAP provides a blueprint for a cleaner and more resilient future in Oceanside. The Plan is organized by emission sectors, with corresponding measures and actions to cut citywide GHG emissions. The bold actions of the CAP are intended to support local sustainability initiatives that both align with Statewide climate goals and Oceanside’s unique economy and character.

2019 Climate Action Plan

The original CAP was adopted in 2019 as part of Phase 1 of the City’s General Plan Update (GPU). It established the City's initial framework for reducing greenhouse gas emissions as a dual-purpose planning document that aligns local climate and sustainability goals with State legislation while also streamlining development project reviews under the California Environmental Quality Act (CEQA).

2026 Climate Action Plan Update

The updated CAP was adopted as part of Phase 2 of the City's General Plan Update (Onward Oceanside). Building on the 2019 Plan, the update incorporates the latest greenhouse gas inventory data, State policies, and community priorities while expanding strategies to reduce emissions, improve climate resilience, and guide sustainable growth over the coming years.

Climate Action Plan Update (June 2026)

The City began updating its Climate Action Plan (CAP) in 2023 to reflect the latest data, state policies, and community priorities. The updated CAP incorporates progress made since the 2019 Plan and identifies new opportunities to further reduce greenhouse gas (GHG) emissions and strengthen community resilience.

The CAP Update was developed as part of Phase 2 of the City's General Plan Update (GPU), Onward Oceanside, which focuses on creating a sustainable, climate-resilient future through coordinated land use, mobility, housing, and environmental planning.

On June 24, 2026, the Oceanside City Council adopted the CAP Update, along with the General Plan Update and Smart & Sustainable Corridors Specific Plan. Together, these plans establish a long-term vision to guide Oceanside's growth, sustainability, and resilience for years to come. 

Community members are encouraged to review the adopted documents and stay engaged as the City moves forward with implementation of the updated CAP.

Climate Action Plan Update (2026)

The CAP breaks down greenhouse gas emissions by sector—like transportation and energy—so residents and businesses can see where emissions come from, how they’re being reduced, and how the community can get involved.

Following adoption of the CAP Update, the City will begin publicly reporting on implementation progress. Progress will be tracked using updated greenhouse gas inventories, performance metrics, and action-level data, with public updates highlighting key actions, measurable outcomes, and milestones across all emission sectors.

Reporting will track progress toward the CAP’s greenhouse gas reduction goals to:

• Reduce emissions 27% below 2018 levels by 2030 (aligned with SB 32)

• Reduce emissions 90% below 2018 levels by 2045 (aligned with AB 1279)

• Maintain emissions 90% below 2018 levels through 2050 (General Plan Update horizon year)

EV Charging Station Master Plan
July 2026 – The City is partnering with ICF to develop Oceanside's Electric Vehicle Charging Station Master Plan. The project will assess EV charging infrastructure needs at City-owned sites open to the public, identify opportunities for future charging stations, and develop a strategic roadmap to support the expansion of zero-emission vehicle charging infrastructure in alignment with the City's CAP.

Expansion of City EV Chargers
Feb 2026 - Design is underway for 11 new EV charging ports at the City Hall parking structure to support CAP implementation goals. Expanding charging access is a key City strategy to encourage cleaner transportation.

El Corazon Habitat Restoration Plan
Feb 2026 - Habitat mapping and soil sampling are underway to inform the El Corazon Habitat Restoration Plan. Staff and consultants are developing strategies to restore native habitat  and support open space goals of the El Corazon Specific Plan. Updates and opportunities for community engagement will be shared on this page.

2026 Smart 20 Award Recipient
Feb 2026 - The City of Oceanside was selected as a recipient of the 2026 Smart 20 Award by Smart Cities Connect for “Impacting Energy, Budgets, and the Community.” The award recognizes Oceanside’s Sustainable Energy Project as one of the 20 most transformative smart city initiatives globally, highlighting innovation, cross-sector collaboration, and measurable impact on the community.

Regional Climate Leadership
Oct 2025 - The City of Oceanside is now a Leading Member of the San Diego Regional Climate Collaborative (SDRCC). This elevated status strengthens regional collaboration, expands access to technical resources, and advances local Climate Action Plan implementation.
