Public Noticing, Reporting and Plans
The Housing and Neighborhood Services Department manages several funding opportunities and reporting requirements that allow the City to provide housing services. This includes the administration of state and federal grants as well as completing required reporting to the State, federal government, and other agencies.
PUBLIC HEARING - TEFRA HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Oceanside will conduct a PUBLIC HEARING on WEDNESDAY, JANUARY 14, 2026 AT 6:00 PM, or as soon thereafter as possible, in the Council Chambers of the Civic Center, 300 North Coast Highway, Oceanside, California, 92054 to consider the following:
A public hearing as required by Section 147(f) of the Internal Revenue Code of 1986 will be held with respect to a proposed plan of finance that includes the issuance and reissuance from time to time, by the California Municipal Finance Authority (the “Authority”), of one or more series of revenue bonds pursuant to section 142(a)(7) of the Internal Revenue Code of 1986, as amended, in an amount not to exceed $75,000,000 (together with a like amount of refunding obligations) (the “Bonds”), to finance or refinance the acquisition, construction, development and equipping of a 199-unit qualified residential rental project (the “Project”) located on an approximately 6.11-acre parcel situated south of Oceanside Boulevard and the North County Transit District rail line, north/northwest of College Boulevard and the western terminus of Olive Drive, and east of Rancho del Oro Road in the City of Oceanside, California (the “City”). The Project is to be owned and operated by Olive Park Apartments I, LP, a California limited partnership, or another ownership entity to be created by Capstone Equities, LLC (the “Sponsor”), or an affiliate of the Sponsor (such limited partnership or other ownership entity, the “Borrower”).
The Bonds and the obligation to pay principal thereof and interest thereon and any redemption premium with respect thereto do not constitute indebtedness or an obligation of the City, the Authority, the State of California or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them. The Bonds shall be a limited obligation of the Authority, payable solely from certain revenues duly pledged therefor and generally representing amounts paid by the Borrower.

Housing Element
Housing and Community and Development programs and policies within the City of Oceanside are guided by the 2021-2029 Housing Element of the General Plan and the 2025-2029 Five-Year Consolidated Plan for its HUD entitlement programs. The City is required to provide the State annual reports on progress towards meeting its identified goals and implementing programs (Annual Housing Element Report)

AB 987 Affordable Housing Database
(a Public Database of Affordable Units and Enforceability)
In accordance with the provisions of AB 987, a worksheet describing existing new and substantially rehabilitated housing units that were either developed or otherwise assisted with Low- and Moderate-Income Housing Funds, has been prepared and posted for public review. Also, in accordance with the law, this database does not include any property used to confidentially house victims of domestic violence.

Federal Grants
The City of Oceanside is an entitlement jurisdiction for federal grant programs. Housing and Homeless Services administers three annual federal grant programs from the United States Department of Housing and Urban Development (HUD):
• Community Development Block Grant (CDBG)
• Home Partnership Act (HOME)
As a recipient of these HUD funds, the City is required to develop and submit four planning documents (collectively, the HUD Plans) to HUD for approval: Citizen Participation Plan (CPP); Five-Year Consolidated Plan (Con Plan); Annual Action Plan (Action Plan); and, Consolidated Annual Performance Evaluation Report (CAPER).

HOME-ARP Allocation Plan
The American Rescue Plan (ARP) provides $5 billion to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country. These grant funds are administered through HUD’s HOME Investment Partnerships Program (HOME). As an entitlement jurisdiction for a fiscal year 2021 HOME program allocation, the City of Oceanside is also eligible to receive a HOME-ARP grant allocation for the fiscal year 2021 program year. The City's HOME-ARP Allocation Plan details how these funds will be used.
Housing Choice Voucher (HCV) Rental Assistance
The Oceanside Housing Authority's largest program provides federal Section 8 Housing Choice Voucher rental assistance to nearly 1400 households with low incomes in the City of Oceanside. Nearly half of OHA’s rental assistance households are seniors or individuals with disabilities.
Rental housing assistance is funded by the U.S. Department of Housing and Urban Development (HUD). As a recipient of these HUD funds, the City is required to develop and submit planning documents.
Permanent Local Housing Assistance (PLHA)
In September 2017, the California Legislature approved Senate Bill 2 (SB 2), known as the Building Homes and Jobs Act (Act), which established a $75 recording fee on real estate documents to increase the supply of affordable housing. The Act establishes the Permanent Local Housing Allocation (PLHA) program administered by the California Department of Housing and Community Development (HCD). The PLHA provides a permanent source of funding to cities and counties to help meet the unmet need for affordable housing and increase the supply of affordable housing units.
The City of Oceanside is an entitlement jurisdiction and is eligible to receive an estimated $6 million or slightly more than $1 million annually, over the five-year funding period. In order to receive PLHA funds, the City is required to submit a PLHA Plan (Plan). Oceanside's PLHA Plan was submitted in July of 2020.
