Landlord Tenant IssuesWhether renting a room, an apartment, a house, or a duplex, the relationship between a renter and the property owner is governed by federal and state laws. Any issues that come up are resolved as a matter between two private parties. The City of Oceanside does not enforce federal and state laws related to landlord-tenant issues.

 

  • Summary of State laws for rent cap, terminations of tenancy and other landlord-tenant issues. 
  • California "Rent Cap"
    CA tenants are protected from unreasonable rent increases. Commonly referred to as the “rent cap,” the law restricts your landlord from increasing your rent more than 5% + the local rate of inflation, or 10% (whichever is less) in a twelve-month period.
    • For rent increases that take effect on Aug. 01, 2025 through July 31, 2026, the allowable increase is 8.8%
