The Parks and Recreation Department is working on revising the Facility Rental Packet, which includes the user group classification. In response to concerns about issues of equity in field allocation, the Parks and Recreation Commission Standing committee hosted four public meetings, and developed a Vision and Values for how sports are offered in Oceanside.
Vision Statement: To enhance and strengthen the Oceanside community by consistently serving each community member with absolute fairness and transparency.

Public Meeting Schedule
Meeting #1 - January 11, 2024:
Topics:
- Determine whether Oceanside should re-institute the Athletic Federation or develop a Sports Council, including membership requirements and its role.
- Determine what should be the percentage of residents for a group to be considered a resident group.
Meeting #2 - March 18, 2024:
Topics:
- Determine whether Oceanside should continue to have two (2) allocation periods, or if the Department should have three (3) or four (4) allocation periods.
- Determine whether priority should be given to programs during their traditional season, and define priority seasons.
Meeting #3 - April 11, 2024
Topics:
- Determine how the City of Oceanside should prioritize long-time users and new users, including how new facilities should be allocated.
- Determine if the User Group Classifications that were developed by the Standing Committee should be the baseline for the new classifications.
Meeting #4 - May 13, 2024
Topics:
- Determine the revised User Group Classifications.

There will be an opportunity for the public to comment at the following meetings:
- The Parks and Recreation Standing Committee on October 8, 2024
- The Parks and Recreation Commission on November 12, 2024
- and City Council on December 4, 2024
