 Semi-Truck in loading dockBusinesses conducting industrial-related activities may be subject to the California Industrial General Permit (IGP) for stormwater discharges issued by the State Water Resources Control Board. Applicability is based on the business’s industrial activities and Standard Industrial Classification (SIC) Code. Facilities can review the complete list of regulated SIC codes at the State Water Board Website and Attachment A of the IGP. 

Senate Bill 205 (2019), signed by Governor Newsom on October 2nd, 2019, and effective as of January 1, 2020, requires a person applying for a business license from a city or county for a new or renewed business license to demonstrate enrollment under the IGP, prior to receiving a business license, see the State Water Resources Control Board’s SB-205 frequently asked questions for more information.  

The City of Oceanside Watershed Protection Program notifies businesses that are required to enroll in the IGP before approving a new or renewed business license.  The application and enrollment process are performed through the State Water Board website, Storm water Multiple Application and Report Tracking System (SMARTS).

The State Water Board maintains a list of helpful guides to assist enrollment in the IGP. 

 

Businesses that do not enroll in the IGP as required will not be issued a business license until the requirements of SB-205 are satisfied. Additionally, the Watershed Protection Program is required under State law to report businesses that are considered “non-filers” under the IGP to the State Water Resources Control Board and the San Diego Regional Water Quality Control Board.
