Utility Discharge

Utility companies intending to discharge underground vault water into the City of Oceanside’s Municipal Separate Sewer Storm System (MS4) are subject to notification requirements under the Statewide NPDES Permit for Discharges from Utility Vaults and Underground Structures to Waters of the United States (Order No. 2014-0174). Applicable utilities operating within Oceanside have been made aware of the City’s Standard Operating Procedure (SOP) to report these discharges to the City’s Watershed Protection Program. This SOP encourages greater communication between companies and regulatory bodies in order to ensure regulations are upheld and receiving water quality is protected.

Utility companies are expected to notify the City’s Watershed Protection Program of planned discharges before they occur with information on the location, time, and estimated quantity of the discharge. The City reserves the right to receive notification prior to discharge per Section II. E. (pg. 6) of Order No. 2014-0174. Failure to notify the City prior to a utility vault discharge may result in local enforcement action and/or referral of any violations to the San Diego Regional Water Quality Control Board.
