In 2015, the State Water Resources Control Board adopted the Trash Amendments. This State regulation requires local municipalities to reduce discharges of trash to the storm drain system through the installation, operation, and maintenance of Full Capture Devices (FCDs). FCD installation is required in all Priority Land Use (PLU) areas designated as high density residential, industrial, commercial, mixed urban, and public transportation.
