'Tis the Season to Shop Local! - This fun, distinctly local holiday celebration invites the community to explore Oceanside retail establishments and to shop local this holiday season. By shopping local, more money is kept in the Oceanside community, and it adds to City's ability to invest in City roads, parks, services and programs.  Begun on Small Business Saturday, Nov. 25, and running through Friday, Dec. 22, 2017, this unique and dynamic lineup of holiday programs and events will once again feature a shopping passport, a window decorating contest,  and the annual holiday tree lighting celebration. A sip-n-shop and a merry makers fair was held in November.  This campaign is a partnership between MainStreet Oceanside, Visit Oceanside, City of Oceanside Economic Development, and the Oceanside Chamber of Commerce.

Upcoming Street Rehabilitation ProjectsThe City of Oceanside will soon be starting the annual street overlay project as part of the overall street rehabilitation program. The City typically has two separate projects each year for street rehabilitation work.  One is a paving project, where a new layer of asphalt is placed on the streets.  The other annual project is the Slurry Seal, which is a thin mixture of liquid asphalt and sand.  Both treatments are designed to maximize the life of the public streets.  Find out about the street evaluation process, annual costs, and other specifics by clicking the link above.






Winter storm preparations - Oceanside Public Works and Water Utilities crews have been busy completing annual preventative preparations ahead of winter rains. Public Works has mowed City-maintained drainage basins, cleared drain outlets, cleaned catch basins, mowed 70 acres in the San Luis Rey Riverbed, and stocked up on erosion prevention supplies. Water Utilities has stockpiled sand, rock and gravel for use in storm-related activities and ensured storm water best management practice devices are in place.  If your home or residence is prone to flooding, you too can prepare by picking up free sandbags at Moody's Recycling at El Corazon, located at 3210 Oceanside Boulevard.  Review what to do before, during and after any flooding occurs.  Let's all work together to prepare and minimize risk and impact of heavy rain events.






New Utility Billing System - The City of Oceanside Financial Services Department is unrolling a new customer billing system which is safe, secure, easy to use, and offers more options to pay water utility bills.  You will be able to get account balances and make a payment by phone 24/7 by dialing (760) 444-4167 or pay online at  Once entering your account information, you can sign up for paperless billing, custom e-notifications or texts.  There will be a new online billing portal coming soon which will provide secure, web-based access to complete account details, invoices, and payments.






Oceanside Pier renovations - The Pier has been undergoing renovation, including concrete bridge patching and Pier deck replacement.  The last quadrant of the concrete bridge patching is being completed now, and should take about three months.  Fencing and scaffolding has been installed to allow completion.  Work will begin in mid-December to replace decking at the end of the Pier around Ruby's Restaurant.  Work will be done one section at a time to minimize disruption.  This portion of the Pier renovation should take approximately two months to complete.

Economic Development Element/General Plan UpdateCity staff is preparing a General Plan Update, including two elements (Economic Development and Climate Action).  Staff held a Workshop on November 29 to seek public input on the Economic Development Element (EDE).  Organized around the themes of quality of life, prosperity, resilience, and collaboration, the draft EDE framework includes a broad range of policies that seek to promote job growth, a diverse local economy, an expanded local tax base, more locally-available goods and services, and other key economic development goals. The workshop focused on the draft framework and implementation strategies.  Please visit the project webpage for more information and contact information.  Staff will post Workshop materials, presentations and a summary of public input next week.

Local Coastal Program Update At the recent O'side Turkey Trot, the City Planning Division initiated public outreach efforts in support of a Local Coastal Program Update (LCPU).  Staff piloted an electronic survey, soliciting input from Turkey Trot participants on sea level rise, commercial uses within the City’s coastal zone, coastal access, and other issues the City is required to address in the LCPU.  The survey will be posted to the LCPU Webpage on December 7 and will remain open through January. Upcoming LCPU outreach events will occur at the Annual Tree Lighting event at  Regal Cinema Plaza (12/7) and Valentine’s event at the Beach (2/10). Staff will also be soliciting survey responses at the Farmers Market and Sunset Market. For more information on the LCPU, please contact Principal Planner Russ Cunningham at or 760-435-3525.  





City launches OpenCounter: Zoning - The City of Oceanside has introduced OpenCounter: Zoning, a web-based tool designed to help retail/commercial businesses, owners, and citizens research and explore site-specific zoning requirements based on the regulations of the City’s Zoning Ordinance. The new tool provides each applicant with a customized map of where their planned project is allowed to operate inside Oceanside City limits, and helps citizens, investors, and entrepreneurs understand where uses are allowed “by right,” where they require staff, Planning Commission or City Council review, and where they are prohibited. This tool strives to make complex municipal regulations and processes easier to understand for all.  By moving some zoning inquiries online, the City is hoping to be able to provide faster, reliable, targeted feedback to the community 24/7.

Cancelled:  Army Corps of Engineers San Luis Rey River Sediment Removal Project 2017 -The Army Corps of Engineers has cancelled the 2017 project after having insurmountable issues with the contractor.  The City of Oceanside has requested reimbursement for payments made on the project, as well as staff time, equipment and materials.  The Army Corps of Engineers has indicated that the project would not be rescheduled until 2019.  Plans this year called for beach-quality sand taken from the river to be trucked to Oceanside‚Äôs beaches. The San Luis Rey Bicycle Trail remains open until a time when the project proceeds.

New Mission Basin Groundwater Purification Facility - Oceanside's new Mission Basin Groundwater Purification Facility Operation Building recently achieved LEED Gold certification through the LEED green building program. The facility’s new building features many environmental strategies, including efficient lighting, ultra-low water use fixtures and a high quantity of material with recycled content. The building replaces several modular trailers, which were constructed in 1992 when the treatment plant was a smaller-scale production plant with an output of 2.2 million gallons per day.  Over the past 25 years, the facility has expanded to produce up to 6.4 million gallons per day of locally-supplied water from the Mission Basin.  LEED certification is a globally recognized symbol of sustainability achievement and provides a framework to create healthy, highly efficient and cost-saving green buildings.

Oceanside Transit Center Improvement Project update - Construction activity at the Oceanside Transit Center is near completion and Platform 1  reopened on November 20.  Project improvements are scheduled to be completed in late December and include new lighting, seating, and electronic signs displaying real-time arrivals and departures. The Oceanside Transit Center project will enhance the capacity and reliability of the Los Angeles-San Diego-San Luis Obispo (LOSSAN) coastal rail corridor, improve schedule efficiencies and travel times, and modernize the station for a better rider experience. Curb Up Program - The City of Oceanside has partnered with Waste Management and Goodwill on a new program called "Curb Up."  There will be two curbside donation pickups per year of gently used household goods, textiles and large items that are suitable for donation.  For items not suitable for reuse, Waste Management provides two curbsite collection weeks per year for items headed to the landfill.  The next landfill week is scheduled for December 4-8 for single-family homes and December 11-15 for multi-family complexes. To schedule a pickup during these dates, call 760-439-2824 at least 24 hours before your regular service day. 






Economic Development News - Oceanside has a dynamic business climate with new restaurants, retail shops, and manufacturing businesses moving into the City. The City's Economic Development Division assists businesses with expansion and relocation to Oceanside by offering site searches, business visits, demographic and statistical information, and assistance with permit processing and business license issuance. Oceanside Community Development Commission celebrates 25 years of success -  The Community Development Commission celebrated 25 years of success working with the Family Self Suficiency Program (FSS). The program goals are to assist Section 8 participants to become self supporting through case management, education employment and asset building.  Find out more about the FSS program here.

Arts and Culture - The Arts are alive in Oceanside! The winter season holds a colorful array of art events such as live theatre performances at the historic Star and Brooks Theatres, free international film at MiraCosta College, and exciting exhibitions at the world-class Oceanside Museum of Art!   






City Council Meetings - The public is welcome for all City Council meetings at 300 N. Coast Highway. The next meeting dates are December 6 and December 20. Regular City Council meetings are also shown live on KOCT on two Wednesdays of each month and replayed throughout the week. Oceanside Fire Department Explorers - The Oceanside Fire Department recently started a Fire Explorer Program. The Program is designed for Oceanside youth ages 14-20 who are interested in a future career in the fire service. The Explorers Program prepares participants for the competitive path to a fire service career.  Recently, the Fire Explorers planted two cypress trees at Fire Station 7, symbolizing the twin towers in NYC, as a memorial to first reponders that lost their lives on 9/11.  Find out more about Fire Explorer eligibility and application process here.

Nominees Requested for the 2018 MLK Community Service Award  - The City of Oceanside is seeking nominees for the 2018 Martin Luther King, Jr. Community Service Award. This annual award honors residents who have made a significant contribution of time and energy to improve community life, promote positive community development, and enhance the lives of individuals and neighborhoods in the City.  The award especially recognizes volunteer work and activity done by persons outside of a work setting and over a long period of time. The deadline to return nomination forms is December 7, 2017. Parks and Recreation News - Parks and Recreation is gearing up for a full winter season designed to delight all with a bevy of activities. Included in the lineup is the  annual favorite---the Tree Lighting. New Years Day features a bus trip to the Pasadena Rose Parade on January 1---get your tickets today! Annual Tree Lighting Event Dec. 7  The Annual Tree Lighting event will be held on Thursday, December 7 at 6:00 p.m. at Regal Cinema Plaza located at 401 Mission Avenue. Music and festivities will begin at 5:00 p.m.  Come and enjoy this family tradition!  Horse and carriage rides, amusement rides, zip lines and bounce house tickets will be sold.  There will be free cookies and milk for children and free holiday arts and crafts projects.  At 6:00 p.m., Santa will arrive on a vintage Oceanside fire truck, and will assist city officials in the tree lighting count down.  Santa will stay for photos after the tree lighting, so  bring your camera. Afterwards, shop local and enjoy the Sunset Market for your gift-giving needs.  Free parking is available in the Civic Center parking structure and at the Oceanside Transit Center. 







2018 USA Pan American Beach Handball Championships to be Held in Oceanside -Oceanside is proud to host international athletes during the March 2018 Pan American Beach Handball Championships. The tournament is open to National Teams from North, Central, and South America as well as Caribbean countries. Eight teams will advance to the World Beach Handball Championships in Kazan, Russia, in July 2018. The Championships will be the headline event featured in a long weekend of sports, music and food, representing various countries in attendance.  Beach Handball is one of the quickest growing beach sports in the world with its fast paced, high scoring, spectator friendly games. The game is the “sand” version of the Olympic sport of Team Handball, played with teams of four and two action-packed sets of 10 minute each.
